Can I use Visual Basic.Net Express to develop programs for Windows Mobile Devices?

Or do I need the non-express editions of Visual Studio?

Mobile devices is not part of the express package. They are intended for learning basic programming only not commercial support which a mobile application is considered.

You need to purchase the full versions of VS for that.
